All level 2 headings are of form "C/C++ ... Properties", except this one, hence the change here.
Edit: due to this change, a bookmark is left dangling (#5516 (comment)). As such, I added an anchor in 8e875c3 to fix the issue.

Add a bunch of properties/options (as per the latest VS version, 17.14.8) and standardize level 2 headings.
